The Admin Arrow is no longer used anymore (as they have their own stand selector GUI now) and was probably removed from the game. The Admin Arrow is a type of Stand Arrow that only admins or whitelisted members can use. The stand loses its healing abilities, reverting back to damaging players instead of healing them. The heal is so insane it's recommended as a support.
